Write a playback library for the SPC700. Some additions to the compiler are also needed, like a BRR encoder.

A couple of new command will be needed for the SPC:

; Echo
@EC<num> = {delay feedback}

; Echo volume
@ev = {x x x x ...}


Some existing commands that can be reused:

@ve (as Master Volume)

n (as Noise Clock)

@FT (as FIR Filter Coefficients)

@MOD (as Pitch Modulator)
